City Planner
Mr. Niemczyk is the city planner for Lebanon, New Hampshire. He has over 30 years of work experience in city planning and has been with the City for over 19 years.

He worked as a planner for the Town and Village of Woodstock, Vermont, for the City of San Bruno, California, and for William Spangle & Associates, a private consulting firm in Portola Valley, California.

He was a teaching fellow at the University of Oregon, a Jessie Smith Noyes Fellow and lecturer at the Vermont Law School, and a lecturer at the University of Vermont. He also lectured at San Francisco State University, Stanford University, and Middlebury College.

Mr. Niemczyk holds the following degrees:
                                                                                                                               
-       BA in Urban Studies & Community Development,  Livingston College, Rutgers University;
-       Master of Urban Planning, University of Oregon;
-       Master of Science in Environmental Design Studies, University of Oregon;
-       Master of Arts in Interdisciplinary Natural Sciences, San Francisco State University;
-       Master of Studies in Law, Environmental Law Center, Vermont Law School.

He also did postgraduate study at the University of California, Berkeley and Worcester College, Oxford University, England.

Mr. Niemczyk's interest is the relationship of urban planning and design to the natural sciences.  He authored the paper “Resource Maintenance for the Health of Nature”, published in Environmental Planning Quarterly, Winter 1995. He also authored the paper "Factors Comprising County/Municipal Land-Use Controls Addressing Snow Avalanches", published in the Proceedings of the International Snow Science Workshop, 1984 and the article "Lebanon Tackles the ADA" which appeared in New Hampshire Town & City, January 1993. He is currently writing a book titled Nature’s City.

He organized seminars through the Vermont Law School on "Managing Strip Development" and "Citizen Participation" and directed the award-winning citizen participatory efforts in writing the Plan for the Village and Town of Woodstock VT and The Master Plan for the City of Lebanon, New Hampshire.

Mr. Niemczyk participated as a member of an advisory committee at Vermont Technical College for the Geographic Information System(GIS) Associate Degree Program. He was also a member of the Rail Freight Transportation Coalition and a founding member of the Workforce Housing Task Force of the Upper Valley. He also served as a member of the Upper Valley Transportation Management Association, the Creative Economy of the Upper Valley Steering Committee, and the organizing Committee for the Density Forum at the University of Southern Maine. Mr. Niemczyk recently  worked with the Upper Valley Housing Coalition planning a seminar about cottage architecture and development.

Senior Planner


Mr. Brooks is the Senior Planner for the City of Lebanon, New Hampshire.  He joined the City in 2005 and has been studying and working in the field of Zoning and Land Use Planning since 1996.

Before coming to Lebanon, Mr. Brooks was the Zoning Administrator for the Town of Barnard, Vermont. He also worked for Land Marks, a private consulting firm specializing in Planning, Design, and Permitting in eastern Long Island, NY. While completing a graduate degree in Urban and Regional Planning, Mr. Brooks worked for the City of Portland, Oregon, the Blaine County (Idaho) Housing Authority, and the City of Sherwood, Oregon.

Mr. Brooks holds the following degrees:

-       Bachelor of Science in Industrial Engineering, North Carolina State University, Raleigh, North Carolina;
-       Master of Urban and Regional Planning, Portland State University, Portland, Oregon.

His primary background in Planning is the interaction of land use and transportation. He also has a developing interest in stormwater management. Outside of planning, his interests include golf, hiking, skiing, and travel.

GIS Coordinator

Educational background includes a Masters Degree in Regional Planning (MRP), thesis titled: Preserving Landscape Biodiversity: A Conservation Plan for the Tully River Watershed.  Education concentration related to the application of Geographic Information Systems (GIS) within the field of Landscape Ecology.  

Professional endeavors include federal, state, international consulting, municipal, and private experience.  Projects coordinated include: Massachusetts Resource Protection Project; MassAudbon’s Losing Ground II report assessing growth impacts and trends on biodiversity; Land Use change analysis for Gran Pajonal Peru; Cold River Watershed Inventory (Sullivan County, NH);  Jamaica National Irrigation Master Plan.  Numerous municipal projects include master planning, build-out analysis, and infrastructure asset development.  

Technical experience includes 15+ years of both GIS and GPS technologies, including comprehensive knowledge and experience of the municipal GIS environment in several New England states.  Spatial statistics, modeling, and 3 dimensional modeling are areas of interest.

Current position responsibilities include GIS technical support to City Departments, general planning support, and oversight of the Lebanon Conservation properties.

Associate Planner

Ms. Thibault is the Associate Planner for the City of Lebanon, New Hampshire.  She joined the City this year and has over 6 years of experience in zoning and master planning.

She has worked as a Code Enforcement Officer for the Towns of Hampden, Hermon, and Harpswell, Maine.  She also worked as an Assistant Shoreland Zoning Coordinator for the Maine Department of Environmental Protection.

Ms. Thibault holds the following degrees:

-       BA in Human Ecology, College of the Atlantic, Bar Harbor, Maine
-       Masters of Science in Ecology and Environmental Science, University of Maine, Orono
-       Masters of Public Administration with a concentration in Planning, Development and Environmental Sustainability, University of Maine, Orono

Her interests are in Conservation and Open Space Planning.
