Mission:

The mission of the Solid Waste Management Group is to ensure proper environmental stewardship by providing solid waste disposal and recycling services for residents of the City of Lebanon and regional customers; to provide landfill management services in accordance with approved operating guidelines; and to encourage recycling, waste reduction and reuse through public education programs.

Services Provided:

The primary responsibility of the Solid Waste Management Group is to operate the Lebanon Landfill in accordance with approved operations plans, permits and licenses. In addition to Landfill operations, the Group operates the Recycling Center, Scale House and a compost site.

Landfill Operations:

The operations of the Landfill are performed in accordance with the Landfill Operations Manual, dated July 1994 and amended in April 2000 for the opeartions of Phase IIA. Acceptable waste is deposited by customers in approved areas as directed by the operator. The waste is then spread by the operator over the working face in two-foot layers and is compacted thoroughly to obtain maximum density. This procedure is utilized throughout the day. At the end of each day, a layer of daily cover (sand or gravel) is placed over the compacted waste and is compacted to a minimum thickness of six inches. In addition to day-to-day operations, Landfill maintenance is performed such as litter control, cleaning of the leachate collection system, snow removal, gas vent and clean-out inspections, etc., as required by the Landfill Operations Manual. Finally, Landfill Operations collects leachate samples for analysis as required by the Landfill Operations Permit.

Recycling Center Operations:

A requirement of the Landfill Operations Permit is to provide and encourage waste reduction measures. To achieve that requirement, a residential recycling drop-off center is located at the Landfill. Services provided by the Recycling Center include assisting residents, bailing of products for resale and product marketing.

Cost Accounting/Scale Operations:

Records are maintained on the amount and types of waste received, disposition of wastes, groundwater monitoring, leachate collection and leachate detection as required by the Landfill Operations Permit. A scale is operated, by a State Certified Scale Operator, to weigh waste entering the Landfill. In addition, the Scale Operator spot checks inbound loads for unacceptable waste. The Scale Operator also monitors activities at the residential drop-off -- in most cases, residents are not permitted beyond the scale house except to deliver metals or yard waste.

Compost Operations:

The Solid Waste Management Group maintains a small compost operation for yard waste generated by the residents of Lebanon. Composted materials are available to residents at no cost.
