Mission:
Ensure proper business practices are exercised throughout the Department by providing fiscal expertise, including budget formulation and execution, activity based cost accounting, cost and productivity analysis and inventory control; to ensure the utilization of resources is maximized through coordinated weekly scheduling and actual time accounting; to develop and monitor service contracts; to perform purchasing services that ensure the Department receives quality materials and equipment for a fair and reasonable price through competition; to reduce insurance costs through a strong and effective employee-based safety committee, the use of proper safety equipment and through employee safety training; and to schedule, monitor and document employee proficiency and apprenticeship training.
Services Provided:
The Group is primarily responsible for the management of resources assigned to the Department, to include financial, personnel, material and equipment resources. The Group serves all Groups by providing centralized purchasing, cost accounting, scheduling, inventory control and production control services. The Group develops and monitors all service contracts, such as fire alarm maintenance, heating system maintenance, etc. The Department's computer system is monitored and the Group performs database maintenance. Finally, the Resource Management Group Leader serves as the management representative on the Employee Safety and Training Committees.
Purchasing:
The Resource Management Group coordinates all purchasing activities for the Department. Requests for materials, equipment and services are centrally purchased to ensure the best price is obtained, material consistency between Groups, and to maximize inventory utilization. Modern purchasing practices, such as just-in-time, commodity contracts, etc., are employed to maximize the utilization of financial resources. Just-in-time purchasing shifts the cost of inventories and inventory maintenance from the City to suppliers. Commodity contracting shifts purchasing from the competitive purchase of individual items to groupings of like items (commodities). Commodity contracting enables the City to maximize its purchasing power, increases competition, reduces the paperwork burden and results in lower overall costs.
Activity Based Cost Accounting:
The Resource Management Group is responsible to ensure the utilization of resources are properly accounted for. This responsibility is carried out by the daily posting of Department activities to cost account and project codes. Through activity based cost accounting, resources are allocated and data is collected on an activity-by-activity basis through the Department's computer network using software specifically designed to account for the cost of delivering Public Works services. Another key cost accounting responsibility of the Resource Management Group is to provide the Director with cost and productivity analysis utilizing the cost accounting data collected.
Inventory Control:
The Resource Management Group maintains both fixed asset and material inventory databases for all Groups. The Resource Management Group ensures material inventories are sufficient for Groups to carry out the Department's mission.
Production Control:
Production Control is the communications and control hub of the Department. Production Control monitors and tracks the allocation of resources on a real-time basis based on the weekly schedule, and reallocates resources as necessary to handle emergency situations. The Production Control enters requests for services into the Department's database and develops preliminary labor and material estimates based on experience. If material resources are required, the Production Control ensures the materials needed are in-stock or on order. Finally, the Production Control ensures the proper level of approval is obtained depending on the preliminary estimate. During Winter Operations, the Production Control performs the duties of snow control by keeping track of resource allocation, storm progress, weather forecasts, and addressing complaints/requests
for information.
Safety & Training:
The Resource Management Group Leader is the management representative on the Employee Safety and Training Committees. In addition, the Group maintains employee safety and training records, schedules recurring and specialized training, and maintains and monitors the Department's video training library.
Computer System Administration:
The Department of Public Works utilizes various computer software applications and network hardware for information management. The Resource Management Group is responsible to ensure database integrity through monitoring the system's security, database auditing and software maintenance. The Group serves as the single point of contact between the Department and the City's Information Systems Consultant.
Service Contract Monitoring:
The Resource Management Group develops bid specifications, solicits and monitors all infrastructure service contracts, such as fire alarm maintenance, heating and plumbing system maintenance, etc. The Resource Management Group assists other Groups with other service contracts, such as janitorial services, grounds maintenance, painting, etc.
Desired Outcomes:
Serve as single point of contact for customer inquiries and complaints.
Coordinate Department's public relations efforts by developing timely inputs into the City's newsletter.
Ensure proper accountability for resources assigned to the Department.
Ensure employees receive proper training.
Ensure the work environment is safe from hazards through an effective employee safety program and employee safety training.
